Elmo’s journey was one of resilience and dedication. Growing up in North Barre, he spoke only Italian, later learning English in grade school. After graduating from Spaulding High School in 1942, he enrolled at Harvard College but put his studies on hold to join the Army during World War II, where he fought in the Battle of the Bulge. Upon returning to Harvard, he met and married Norma Troup, starting a family and working in the family business, Colonial Granite Company.
As a dedicated public servant, Elmo embarked on a successful career in state government, ultimately becoming Vermont’s inaugural Medicaid director in 1965. He served in this role for over two decades, shaping the state’s healthcare landscape and leaving a lasting impact on the community.
