### Early Life and Career
Jackie’s journey began in Lynn, MA, where she was raised by her parents, Eugene F. and Margaret A. (Walker) Fenelon. After graduating from Swampscott High School in 1960, she pursued her passion for nursing at the New England Deaconess Hospital School of Nursing in Boston, MA. Graduating in 1963, she embarked on a fulfilling career that spanned multiple specialties, including med-surg, emergency room, and mental health.

### Dedication to Elder Care
Jackie’s commitment to elder care blossomed when she served as the Director of Nursing at the McGirr Nursing Home in Bellows Falls, VT. Her compassion and foresight led to the establishment of the Vermont Respite House, now known as the McClure Miller Respite House. Through her leadership as the first Executive Director, Jackie set the standard for end-of-life care, leaving a lasting legacy that continues to this day.

### Spiritual and Personal Passions
Beyond her professional accomplishments, Jackie’s spiritual devotion and love for gardening defined her essence. She was ordained as a Deacon in the Episcopal Church alongside her close friend, Peggy Mathauer. Jackie’s service extended to various congregations, including All Saints’ Church, St. John’s in Stowe, and Trinity Church in Shelburne. Her green thumb and Master Gardener certificate reflected her deep connection to the natural world, inspiring others through her teaching and beautiful gardens.

As a testament to her enduring influence, Jackie is survived by her husband of 60 years, Allan, her daughters Jennifer Arbuckle and Lesley Higgins, son-in-law John Higgins, and granddaughter, Wylie. The family expresses heartfelt gratitude to the dedicated staff at McClure Miller Respite House, UVM Medical Center, Birchwood Rehabilitation, and all those who supported Jackie in her final days.
